Provided complete project scoping, project management and vendor coordination for the replacement of the triggered air gap for a 500kV series capacitor. The facility was energized one month prior to a very critical required in-service date.

Developed design and specifications for the rerouting of two 115kV transmission lines.

Performed the life extension analysis of the Eddy County HVDC converter station in Artesia, NM. The project work involved: reviewing the condition of the existing traditional substation equipment, the converter equipment, and the cooling systems present on this facility. Provided technical analysis of estimated remaining life; wrote recommendations on replacements; estimated the costs of any recommended modifications and upgrades; developed a detailed report of the findings, recommendations and estimated costs; and prepared and made a presentation to the client's Operating Committee.
Client: Public Service Company of New Mexico
Performed a life extension analysis of the Blackwater HVDC back-to-back converter station. The project work involved: reviewing the condition of the existing traditional 345, 230, and 60kV yard equipment, the converter equipment, and the unique cooling systems present on this facility; providing a technical analysis of estimated remaining life; recommendations on replacements; cost of recommended work; technical studies on the feasibility of a new generation interconnection; and technical investigations of how to better utilize the converter station to provide voltage support in the region.
For Phase II of this project, prepared specifications for replacement of the Blackwater HVDC back-to-back converter station controls and cooling systems. This work involved reviewing the existing controls, as well as close coordination with PNM personnel, to ensure proper operations and interfaces were specified.
Client: Imperial Irrigation District, California
Designed new foundation and new structure to replace a sinking structure on a double circuit, 161/92kV transmission line. For the 230 kV transmission line project, performed technical review as an Owner's Engineer, and as a result revised drawings, calculations and other documents.
Client: Exponential Engineering Company (EEC), Fort Collins, Colorado
Client of EEC: ABB / San Isabel Electric Association in Pueblo, Colorado. As a subcontractor to EEC, designed 0.5-mile 115kV underground transmission line, including EMF study of two proposed duct bank profiles.
Special Transmission Infrastructure Projects
HEI has been working on many tasks which are required by system development, and which are critical for engineering and construction of T&D facilities. Such special projects for major utilities include:

Assessment and recommendations for updating of the integrated company-wide system criteria; and of the engineering and design, construction and O&M standards for high voltage substations and transmission lines.

Facility studies in response to the Independent System Operator requests for interconnections. Organization and management of the study estimates and project schedules.

Inspection and test witnessing during manufacture of large power transformers outside of the United States.

Construction Inspection for a new Static Var System (SVS) addition to an existing substation. Construction Inspection for new and existing transmission lines, substations and maintenance buildings.

Assistance to the large utility in establishing procedures and standards, to be followed by the engineering and design consultants. Researched existing systems and processes, documented information as needed, coordinated development of new processes, wrote complete Guidelines document, and facilitated training classes for consultants and in-house personnel.
